Ten Ren Tea
This is one of the best places in San Francisco to buy fine Chinese teas. The service is friendly, and most teas come in loose leaf bulk. Copper pots line the walls and the help is always willing to help you choose your next tea journey. Offerings are limited to mostly green teas, and prices range up to over $300 a pound, but if you're interested in having the most refined experience possible in the comfort of your own home I'd recomed few other places.
