Reynolds Tea Room
The best tea in the Washington, DC/Baltimore area by far. The savories are excellent including a delicious mini-shepherd's pie and mushroom tartlet. The full tea with soup is filling and is well worth a very reasonable price. Although they don't have clotted cream they do have an excllent, thick whipped cream that is actually passable. Ambiance is excellent too. The service is only average at best and poor at worst.
